To join the Thieves Guild the Dragonborn must enter Riften and speak to Brynjolf, a red-headed Nord male, who can be found during the day in the Riften Marketplace between 8:00 a.m. – 8:00 p.m or in The Bee and Barb at night.

Complete Five Small Jobs In Four Different Cities After you leave the Twilight Sepulcher, return to the Thieves Guild in Riften and talk to Brynjolf about what transpired. He will congratulate you and tell you that now you have to restore the guild’s influence in some of the other cities in Skyrim.
Can you do no stone unturned without joining the Thieves Guild?
You aren’t penalized for being affiliated with any of them, aside from role-playing chat from various NPCs like guards. But entry into each is all that would be needed to get all the stones.

If you have any other stones left to collect you might be able to use a glitch to make up for a missing one, repeatedly pressing the pick up button quickly can sometimes make the game thing you picked up more than one (Slow Time might help). - Recover the Crown of Barenziah.
- Return to Vex.
